With the recent interest in business rates collection brought about by the retention rules I’ve started working closely with a number of local authority business rates departments. The brief comes in two parts; to understand where the risk to collection lies mitigating that risk where possible and to identify opportunities for increasing revenue. Understanding the risk to collection is fairly straight forward and we tackle this in two parts. Firstly by asking the question, is this business going to pay? Secondly looking at reasons why if they don’t pay, any resulting enforcement action might fail. Increasing revenue involves the speculative search for businesses that might be operating under the radar and unknown to the authority.
